It just makes for easy story starters. For instance your character can be traveling around on a rainy day, but it makes it hard when you run into acharacter who is on a sunnyday picnic. With a weather system every it keeps from overlapping stories. Or I've even got just a weekly weather system on a site that says it will be rainy ... For instance "Rune academy" should just show the "rune academy" square and not the departemnts sub squares. You should only be able to see the departments topic squares after you clicked on the "Rune Academy" Main Topic Square.
